Bombs/moves game flow weirdness #1

From @Serpentor VIA http://blog.lostdecadegames.com/diggy-open-source-javascript-game-engine-with: "I ran out of moves but had 40 bombs and only 20 things on the playing field to blow up. Once I blew up everything that was available to blow up I was stuck. I couldn't finish the game and I couldn't blow anything else up but I had acquired 1 more move while blowing things up in the bomb phase of the game."
