User hooks not working

Cargo husky seems to not find my user hooks

I just had the same problem

Caused by:

  Error: User hooks directory is not found or no executable file is found in '"$REPO/.cargo-husky/hooks"'. Did you forget to make a hook script executable?

And discovered that it's due to this (seemingly incorrect) permissions check:

cargo-husky/build.rs

Lines 263 to 264 in 45febee

	let mode = md.permissions().mode();
	mode & 0o555 == 0o555 // Check file is read and executable mode

A proper check would probably figure out if the current user has execute permissions, or just check mode & 0o111 != 0 or something like that.

But meanwhile, anyone who's running into this can hopefully just chmod ugo+rx on their hooks files to work around it.
