Mana Config Not Loading for Druids Shifting Back to Caster Form

I've been playing a druid in WoW Classic and noticed that the mana config is not loading properly any time I return to caster form from either bear or cat form.

I ended up reviewing the code with Claude and made some fairly major rewrites to tackle the issue, which also led to a significant change in the overall design for loading configs. It needs more testing, but would you be interested in reviewing it to see if it's something you might want me to submit as a PR?
