Should be it's own Repo/GitHub Pages?

No as it is still an extension of my 'personal site' and also contains no other code complexities or innovations. Think page for react experiments as it contains other deisgn practices. Thinking site for Collections App (eventually) will also be separate.

Should this be a blog page instead of just a Record Log? If that is the case then it would be better to be a separate page.
