Make `nearly` a dev dependency of this library

In the README, a contributor is required to [install Nearly as a global dependency](https://github.com/rewardops/javascript-filter-parser/blob/master/README.md#working-on-the-parser). It would likely be better for long-term maintainability to manage that requirement as a `devDependency` in the library itself.

Perhaps I'm missing something, though.
