End-user documentation: determine audience

The audience of Relaton:

1. People who use Metanorma, and want to know how to use auto-fetching (https://www.metanorma.com/author/topics/building/reference-lookup/)
2. People who want to make their org's bibliographic data accessible to Relaton. e.g. Standards bodies themselves.
3. People who want to use Relaton-related tools as a bibliographic database and in rendering references.

Regarding detailed end-user documentation, waiting for 1:1. I believe most users will not have to deal with Relaton directly (they’ll be using it implicitly through Metanorma), and for those who will have to deal with it I’d like to hash out who and how.
