🐛 [Bug report]: Delete issue-unassign workflow.

Descrcibe the bug?

The issue-unassign workflow is not working as the external workflows integrated no longer exists. As hacktoberfest is over, we can safely remove the workflow to avoid unnecessary running of the flow every hour.
