Bug: Pull complete printed when image already downloaded. #7
Description
Problem/Opportunity
When we run a docker with sc docker it first tries to pull it and then use that pulled image. If the image is already pulled at its latest version it doesn't pull and should print Status: Image is up to date for rdk-docker/rdk-kirkstone:latest but currently it always prints Pull complete
