https://dotnetcli.azureedge.net/dotnet will be shutdown by end of March 2025

I think the current code downloads the .Net SDK from https://dotnetcli.azureedge.net/dotnet
According to this issue https://github.com/dotnet/core/issues/9676, this will no longer work as of end of March 2025.
