use rebar plugin to handle couchjs and couch_icu builds

Instead of using an hacked makefile like we do in `apps/couch/support`  we should use a rebar plugin to test the existence of a lib and set paths.

Features that could be added with this change:
- fix #19 by handling specific platform patches on static release
- option to reuse libraries installed on the system
