No module named utils.paths

Hi,
I'm trying to run the code about alt_splice part. But some error feedback printed out. The script told me that it don't exist utils.paths module in environment. Was the utils.paths module created by your group in house? Any suggestions which could help me to resolve it would be helpful. Thanks!
