Reduce frequency of JS 'onchange' events

Raphael.js color picker's 'onchange' event can happen incredibly frequently if you swipe or drag across the colour picker.  This can create an overwhelming number of requests at the request handler urls creating a backlog.

This is visible by the significant difference in requested and current states.
