Summary

Migrate all GitHub Actions workflows from GitHub-hosted runners (ubuntu-latest, macos-latest) to self-hosted runner (arc-runner-set).

Acceptance Criteria

  • All runs-on values across all workflows use arc-runner-set
  • macOS cross-compilation handled from Linux self-hosted runner
  • CI passes on self-hosted infrastructure
