Add build and test instructions to CONTRIBUTING.md

CONTRIBUTING.md contains a section "Pull Requests" that ask to verify that the app is **buildable** and **all tests pass**.
The section is still missing the instructions, how to build the app and run tests from command line and/or Android Studio.
