betanet - create explicit universe config for betanet emulator #234
Description
It is unclear which universe config to use for the betanet emulator. A good idea might be to explicitly name one of the bootstrap configs BETANET_EMULATOR. For now I've been using either Boostrap.LOCALHOST or Bootstrap.LOCALHOST_SINGLENODE. I'm assuming by looking at the docker instances that Boostrap.LOCALHOST_SINGLENODE is the correct one because only port 8080 is open, but either seem to work except for the issue of blockUntilComplete never completing.
