From school alumni to radgrad alumni #803

Please do work for this task in a branch called issue-803.
We might want to change our definition of "alumni" from "someone who hasn't taken any CS courses for a while" to "someone who hasn't used RadGrad for a while".
The advantage of this is that it no longer requires the admin to access institutional records to determine alumni. It can be determined simply through RadGrad logs.
