Revise Newsletter for RadGrad 2

Please do work for this task in a branch called issue-706.

One thing that has slipped through the cracks is the RadGrad Newsletter. Unfortunately, since RadGrad1 is down, the image links are broken in the old emails, but here's a rough outline of what it was before:

First, there's an overview section with text entered by the admin:

This is followed by individual sections that are tailored to the individual's state. For example:

Note that in RadGrad 2, we have checklist items, so a better approach to the newsletter is to (after the intro text) provide a summary of their checklist state.

To prevent problems, you will not test this (yet) by actually sending emails. Instead, you will want to figure out a different way to display the information. For example, you could output the HTML to the console, then copy and paste it into JSFiddle to see what it looks like.
