licence: create SPDX compliant licence information #3
Description
In its current state the repository lacks proper license information for the repository itself but also its dependencies (submodules). Using Software Package Data Exchange (SPDX) format to document information on the software licenses under which a given piece of computer software is distributed will greatly improve the current situation where there is a link to the submodules licenses in the repos README.md file.
