Select IN not supported in SQLite

Select statements with IN clause are not supported by SQLite as they have to include VALUES in this form:

WHERE (productKey, productIdentifier2) 
   IN (VALUES(23,'Master'),(28,'Local'),(18,'Local'),(19,'Local'))
