rtools_path not working with R 4.5.0

Basically the same as #191 buth with R 4.5.0.

This affects me that I cannot use e.g. remotes::install_url

Nevermind, the issue was in my end (skrewed PATH)

I am having issues with this, actually:

pkgbuild::has_rtools()
#> [1] TRUE

pkgbuild::rtools_path()
#> character(0)

Sys.getenv("RTOOLS45_HOME")
#>[1] "C:\\rtools45"

R.version$version.string
#> [1] "R version 4.5.0 (2025-04-11 ucrt)"
