New URL and version for red-black-tree

The system `red-black-tree` currently has a defunct website. The author is also unable to be reached. I've added a bugfix and am hoping the system in Quicklisp can be supplanted with the new version. The URL is https://codeberg.org/wohonajax/red-black-tree
