Implement NOAA's Tides and Currents data module in HMS

NOAA's web service for tides and currents data is available at https://api.tidesandcurrents.noaa.gov/api/prod/. Implement HMS module in HMS to provision tides and currents station data products through HMS REST API and front-end GUI. Map is available at https://tidesandcurrents.noaa.gov/map/# and https://tidesandcurrents.noaa.gov/gis-data-portal/ .

HMS module for tides and currents data is implemented as:

• NOAACoastal data source under Data.Sources
• NOAACoastal data source added to Coastal, Temperature, Humidity, and Wind project namespaces.
• Coastal project module, namespace, API model, and API controller

TODO:

• Get station id based on nearest lat/long coords.
• Add output data cleanup for potential missing date values.
• Add more detailed info to meta data on data aggregation.
• Add metadata documentation for swagger.
