pcre no longer available in RHEL

RHEL 10 removed the support for the old pcre package. It only supports the new pcre2 version. The new pcre2 package is out for more than 7 years now, please add support to compile sagan with the pcre2 library.

Same in Debian 13. libpcre3 is out of stable, libpcre2 is available. (The package name is confusing, but pcre2 is newer.)
