Implement PEP 747: TypeForm #145033

Proposal:
PEP-747 was just accepted. Let's implement it.
The runtime implementation should be simple and can likely be copied over from typing-extensions. In addition, we'll need docs in typing.rst and an entry in What's New in Python 3.15.
