is `package_data` necessary to include?

Hey everyone, I was working on this PR and stumbled across this section:

    package_data={'enerdata': ['profiles/data/*.csv', 'profiles/data/*.xlsx']},

I am opening this issue to make sure if it is required by hatch or not. From the info that I have gathered, I think it is most likely the latter. Also, I have searched the docs for this section and didn't find any page mentioning it.

I can't include shared libraries. the final whl doesn't have it no matter where I put it. force_include doesn't add it also and neither modify it in hooks. How can I include dll/so/dylib in the final whl?
