Run the renaming setup at first usage

An event trigger for when a template is used is not yet officially supported by GitHub, but it looks like there's a nice workaround to get our setup script to trigger a PR immediately when the template is used.

I'll look into it after getting the pyiron_github stuff worked in.

I suspect this is possible via actions/github-script, but it will require digging through the API docs (https://octokit.github.io/rest.js/) to find the right trigger
