Rebalance substation-like power pole entities

substation-like power pole entities (the ones with a wide supply area) go from 16x16 (nexelit power pole) to 18x18 (substation) to 60x60 (nexelit substation). not only 18 to 60 is quite a spike, but due to pY's giant buildings 16x16 and 18x18 is just way too small of an area to bother using them for anything that isn't wire-reach related.

at the very least, substations should have a 30x30 area (you could buff their recipe a bit if you think that's too much). ideally tho, the supply area progression should go from 20 to 40 to 60 to compensate for the giant size of pY's buildings. wiring power is a puzzle that only poses some challenge in the early game and at the part where you unlock substation-like entities they should make wiring as less of an annoyance (that it becomes) as possible.
