Mount techs are not prerequisites of each other.

My memory was, pre-autotech, you had to have Mounts 1 to get Mounts 2, and Mounts 2 to get Mounts 3, and so on. Post-autotech, this is no longer true. I can't tell if this is an intentional change or an issue with autotech. Peeps on discord didn't know, but on the basis that I don't know if this is intentional, I'm opening a discussion rather than an issue. (If it is an issue, I'm happy to file one.)
