Stress dice added when there is no stress on character

Character has no stress. Has no panic responses ticked. Has neversleep in inventory that does has a stress modifier of 1. When rolling mobility, one stress dice is added for some reason. When stress modifier of neversleep is removed, stress dice are no longer added.
