networking port change requires a restart

As mentioned in #125, if networking support is compiled in, `[::]` is bound to UDP port 6666. If you change this in preferences, the old port is neither closed nor is the new port bound. This is true regardless of the state of the checkboxes to respectively send or receive. Restarting the process is required for the new bind to take effect.
