Add support for HWC layout in TrainLib_Deployer

Hi everyone,

Since the last commits, the HWC layout is supported in most of the primitives. Support for automatic deployment with HWC layout should be added to TrainLib_Deployer, by introducing a list which controls the layout of each layer. Special optimizations for HWC, which are present in the convolutions, should be taken into account as well. For now, only the PW case is supported.
