Torch/Brevitas version pinning #7
Description
In PR #6 I had to pin the Torch and Brevitas version to pass CI. Given the limited engineering resources allocated to this project, I believe this is the most reasonable solution for now. If DeepQuant undergoes further development, we should consider updating the Torch and Brevitas versions.
