Exposure control

If the phone camera's automatic exposure routine does a poor job finding a good exposure, it would be good to adjust the routine. Aerial photos are sometimes overexposed, so it would be good to have an option to underexpose each image by maybe -2/3 stop compared to what the auto exposure routine suggested. Is this even possible?
