Bug: Incorrect Logic on proposal states #182
Description
Looks like the proposal state logic I helped update at some point isnt correct, or at least missing some nuances. Showing screenshot of a proposal that should be able to be queued, but is only showing the abiity for me to cancel (cancel is actually correct since I submitted it but no queue option)
