[FEATURE:DEV] Integrate pre-commit (or prek) and add rule to check for `bench: <>` text in commit message

It would be nice to add pre-commit support to the repo and add a custom rule to check for bench: <> text in the commit message. I don't usually forget, but would help in case I do so I don't have to re-write commits and then force push.
