Implement a forwarding mechanism in FLAT #160
Description
A forwarding mechanism would allow to send FoLiA documents to webservices for further processing, take into account authentication barriers as descibred in proycon/clam#95. Support should be implemented for forwarding to CLAM webservices, AutoSearch, the CLARIN switchboard, and possibly GreTeL and PaQu.
