Protobuf lib bug in versions older than 3.19.1

Summary of Bug

The bug described here occurred when using https://github.com/provenance-io/pb-grpc-client-kotlin. This was originally reported by @arnabmitra. I tracked down the dependency here.

Please upgrade the Protobuf lib from 3.6.1 to 3.19.1 to solve the issue.

May also need to upgrade:

Libs
grpc 1.39.0 -> 1.40.1+

Plugins
Protobuf 0.8.15 -> 0.8.18

Still happening on 3.19.2 as per my report here.
