Think about how the existing spatial hierarchy implementations can be utilized:
are they good for non-moving static geometry only, or they could be used somehow also for moving geometry as well, such as player objects, bullets, etc?

2 implementations are there already:

These should be utilized AUTOMATICALLY by PURE when it comes to View Frustum Culling and Coherent Hierarchical Culling.
