Cleanup lan/wan member status

There are two metrics, `consul_serf_lan_member_status` and `consul_serf_wan_member_status`.

I'm thinking we should combine this into a single `consul_serf_member_status` metric with a label for lan vs wan.

It's also currently a numeric enum, which should probably be a state set.
