License banner checks

We need a checker for all files to have license banner text.

For C it should be here:

https://github.com/project-ocre/ocre-runtime/blob/main/scripts/check_c_formatting.sh

Another script must be created for the md-style (# character comment) license banner on cmake, yml, me, sh, awk, conf.

And possibly another script for overlay files.
