Build arm64 artifacts #45
Description
We'll need to be able to fetch arm64 artifacts in order to build provisioning isos etc.
I realize we haven't yet figured out why kernel.efi wasn't working on the ampere box. But aside from that, we'll also need to decide how to name and organize the different arch layers.
