Enhance PASE (pake.rs) with support for session negotiation initiation

This issue originates from the reply by @ivmarkov on https://github.com/project-chip/rs-matter/issues/368. To quote the original comment:

This issue is the same kind of work as https://github.com/project-chip/rs-matter/issues/371 but applied to PACE
