Battery storage's weird 14.4.6.1. Cluster Requirements on Component Device Types is messing up the XML

The XML ends up with multiple copies of the stuff. Alchemy is unable to parse it, but also my human brain is unable to parse it. What does this table mean? I think this might be a spec issue? But maybe it's correct?
