Enable Quality tags to be ported from new xml to old xml in the chip repo

Currently the xml used by Matter sample apps in chip repo does not have the quality tags added. Needed alchemy support for updating the existing xml with the quality tags from the new xml in the chip repo

OK, I added a flag to ZAP XML generation (extendedQuality) in 1.5.6 which will completely populate the quality element, and remove any isNullable attributes. Once ZAP has support for this, we can make it the default.
