EIP 7702 authorization

The task will include the contract which will collect the authorization from the users. The RPC service will have to trigger the withdrawals from this contract. Also we need to check how this will be integrated with the UI. The transaction will have to be created from the user wallet. There will be some integration required for JS to create the transaction and send it to either our RPC or public mempool.

Current deposit mechanism for RPC utilizes the RPC service itself to issue L1 transactions to a gas tank which will be tracked locally in the service. The EIP 7702 authorization needs to be researched a bit more to understand how it would fit in. This will be a separate issue.
