Enhance Property.Sync API with sync rates, sync off and sync now #105
Description
Enhance the Property.Sync API to allow control of sync rates and the ability to pause syncing (assuming no other active binding). Also syncNow() to trigger immediate one-off sync, whether currently syncing or paused.
