Onboarding matter devices without hub #3

I would like to know if there's a way to onboard matter devices without any hub. Like using Bluetooth or Wifi. As when I tried to onboard Nanoleaf Essentials A19 bulb via Nanoleaf application I only had to scan the matter QR and then the light bulb was onboarded.
