Asset Symlinks Issue On Windows

Installing assets for Framework into public/modules/framework

assets:install [--symlink] [--relative] [target]

Script PPI\DistributionModule\Composer\ScriptHandler::installAssets handling the post-update-cmd event terminated with an exception

  An error occurred when executing the ""assets:install --symlink --relative  public "" command.

The best i think is check on the php script if windows system so no use the options from composer :)

@noisebleed can you patch our AssetsInstall script handler to stop folks from performing symlink or symlink-relative on windows operating systems?
