[FEATURE] Files show local time instead of UTC+24

Both file modification time and creation time not local time, but UTC+24, please fix.

Simplifying my post to:

• Requires java.io.File implemented setting for time zone selection. Required java.io.File use for this.

• Scoped storage cannot be used as it requires Android OS to have a setting, or could only implement on rooted/custom ROM if setting these values can be done there. Scoped storage MFMT not working Android 14 #215. Scoped storage does not allow a non-system app to set modify or creation time of files/dirs (very weird but that's how it is).

Android OS does not support this so it must be app feature and can only be done using java.io.File, so it is not really supported by Play Store either due to All Files Access use that would be required there under heavy restriction (could change in some way as time goes by). And unless someone finds something I couldn't.

• Addition (after I read this again months later): Possibly could have the app send changed time "info" back to client with it. But, then a client could do this too, and I would think that it should be up to the client to do that.

• Could in theory combine ALL FILES with java.io.File with scoped as a hacky workaround for scoped. Very likely cannot be put onto Play Store as such. Can of course, remove scoped, and just use ALL FILES + java.io.File and forget about Play Store (and extra security of scoped due to the way Google engineered Android).
