how would I set the JOSM preferences to connect to the POSM OSM API? handle auth?
also, does JOSM download data from the OSM API or from overpass (noticing that the connection settings has an overpass tab, but the ‘use overpass server for object downloads’ option is not checked by default)? (edited)

set the API endpoint to http://osm.posm.io/ no need to set auth preferences--you'll automatically be logged in as POSM
from the OSM API by default
